Emperor Crisis (クライシス皇帝, Kuraishisu Kōtei) is the unseen leader of the Crisis Empire which is fought by an alternate Kotaro Minami in the World of Black RX. Arriving in the World of Black RX, Apollogeist conveyed a message to Strange Demon Robot Shvarian to send to Emperor Crisis, requesting that the Crisis Empire join Dai-Shocker. Shvarian originally turned down Apollogeist's offer to join Dai-Shocker until he saw his power first hand. [RX! Dai-Shocker Attack] However, Kamen Riders Decade, Diend, Black RX, and Kotaro Minami from the World of Black, fought together against the forces of the Crisis Empire and Dai-Shocker, resulting in Shvarian's destruction and Apollogeist retreating from the World of Black RX. As stated, Emperor Crisis of the World of Black RX, while mentioned, was not seen. He could well be identical to his prime counterpart, but considering that the leaders of the Gurongi (N·Gamio·Zeda of the World of Kuuga and N·Daguva·Zeba) and Gedon (Jyumenki Yum Cimil of the World of Amazon and Jyumenki Golgos) are radically different to each other, this may not be the case.
